Paradoxically, according to the Interior Ministry of the Russian Federation, the highest crime rates were in Komi and Karelia, with 213.2 and 210.1 recorded crimes per 10,000 inhabitants respectively. Chechnya, on the other hand, had the lowest crime rate, with only 14.6 crimes per 10,000 inhabitants, followed by Ingushetia and Dagestan.

In general, the low crime rates in the republics of the Northern Caucasus, such as Adygea and Kabardino-Balkaria, stand out. Crime levels are high in both North and Northwest Russia, for example in Novgorod and Pskov Oblasts.
