The VIII World Congress of Finno-Ugric Peoples, taking place on 17-19 June in Tartu, at the Estonian National Museum, began delegate registration as of 17 February. <\/strong><\/p>\n

World congresses are held in every four years, and this year\u2019s theme will be \u201cCultural Landscapes \u2013 Mind and Language\u201d. Delegations of Finno-Ugric peoples, observers and media representatives can register themselves as participants.<\/p>\n

According to Congress Project Manager, Helle Helena Puusepp, all delegations of Finno-Ugric peoples elected by either their National Congresses or peoples\u2019 representative organisations, in accordance with the quotas agreed upon in the Consultative Committee of the Finno-Ugric Peoples, are welcome to the Congress. \u201cIn addition to delegates, observers (their number is not limited) and journalists are welcome to the Congress\u201d, said Ms Puusepp.<\/p>\n

In accordance with the decision made by the Consultative Committee of the Finno-Ugric Peoples, Finno-Ugric peoples whose population totals over 50,000 (Hungarians, Finns, Estonians, Karelians, Komis, Permian Komis, Maris, Mordovians, Saamis, Udmurts) can send up to 15 delegates to the Congress. These Finno-Ugric peoples whose population is under 50,000 (Vepsians, Votians, Izhorians, Ingrian Finns, Kvens, Livonians, Mansi, Nganasans, Nenets, Selkups, Setu people, the Khanty, Enets) can send up to 5 delegates to the Congress. The maximum number of delegates shall be 215; the heads of delegations can register their delegations until 20 April.<\/p>\n

The 15-member Estonian delegation will be appointed by the Estonian Fenno-Ugria Organization (MT\u00dc Fenno-Ugria Asutus), an umbrella organization coordinating cooperation with Finno-Ugric peoples. Delegates will be appointed from among Fenno-Ugria member organizations, representatives of cooperation partners, and representatives from elsewhere.<\/p>\n

It is only possible to register to the Congress online, via the website – https:\/\/tartu2020fu.ee<\/a>\u00a0 – all necessary information and instructions may be found there.<\/p>\n

All those interested in the topics of the Congress are welcome as observers. Observers are similarly asked to register themselves on the Congress website. Journalists are also welcome to the Congress. In order to obtain accreditation, Journalists are asked to register themselves on the Congress website. Observer, journalist and media representative registration will end on 1 June 2020.<\/p>\n

The main theme of the Congress in Tartu will be \u201cCultural Landscapes \u2013 Mind and Language\u201d. Topics of the Congress will include: language preservation and transfer, bilingualism as well as the impact of climate change on Finno-Ugric peoples and cultural innovation. While spreading information among the Finno-Ugric peoples, it is important to use both traditional and new media channels as well as to apply language technology possibilities. In addition to the formal Congress programme, a number of connected events have been planned in Tartu: concerts, a film programme, and an \u2018open-mic night\u2019 for Finno-Ugric peoples. All those interested are welcome to participate.<\/p>\n

Background<\/strong><\/p>\n

The World Congress of Finno-Ugric Peoples is a representation forum, which is independent of governments and political parties and its activities are based on the Declaration of Fundamental Principles<\/a>, Aims and Objectives of Cooperation of Finno-Ugric Peoples of the World.\u00a0 The objectives of the World Congress are to develop and protect national consciousness, cultures and languages of the Finno-Ugric peoples, promote cooperation between the Finno-Ugric peoples, discuss topical issues, find solutions and exercise the right of self-determination of all the Finno-Ugric peoples in accordance with international norms and principles.<\/p>\n

The 1st<\/sup> World Congress of Finno-Ugric Peoples was held in 1992 in Komi, Syktyvkar; after that the congresses were held once every four years, in Hungary, Finland, Estonia, and Russia, in turn. Estonia hosted the congress most recently in 2004, in Tallinn.<\/p>\n

The head organizer of the Congress is NGO Fenno-Ugria, who coordinates the participation of Estonians in the world congresses. Between the congresses the Consultative Committee of Finno-Ugric Peoples<\/a> works to prepare the topics of each World Congress.<\/p>\n
