President of Estonia Arnold R\u00fc\u00fctel was the patron of the Congress. Over 300 official delegates of Finno-Ugric peoples attended the Congress, with approximately same number of observers and guests. In addition, heads of state of Estonia, Finland and Hungary attended the Congress.
